Why the survey comes first
The U.S. Environmental Protection Agency states that covered demolition and renovation work requires a thorough inspection of the affected facility or work area for asbestos. The Florida Department of Environmental Protection likewise explains that an asbestos inspection should identify the asbestos-containing materials affected by the planned work.
A useful survey should give the project team enough information to understand:

- The approximate quantities and condition
- Whether the planned renovation or demolition will disturb them
- Which areas were inaccessible or outside the survey scope
Florida notification timing can affect the schedule
Florida DEP states that a Notice of Renovation or Demolition is required for all demolitions and for covered renovation projects involving regulated asbestos-containing material above the applicable thresholds. For covered work, notice generally must be submitted at least 10 working days before the project begins. Because the start date and notification details can affect mobilization, owners and contractors should address this requirement early in preconstruction.
